Important Notice: NTUC INCOME's withdrawal from Student Tuition Fee Insurance

 

NTUC INCOME, the current provider for the Student Tuition Fee Insurance has indicated to their affected clients of their intention to withdraw from the Student Protection Scheme with effect from 1 November 2009. 
 

In view of Income's withdrawal, there are 2 options available for PEIs to take:

  • PEIs which have opted for insurance under the SPS could now switch to ESCROW by opening accounts with DBS or HSBC. Registering for ESCROW may take some time and we advise PEIs to start their process of switching to ESCROW early.
  • We understand that the Council for Private Education (CPE) is currently working out the Student Protection Scheme under the EduTrust framework which would include an option for insurance besides ESCROW. CPE will be calling for a Request for Proposals to interested SPS providers soon and subject to market response, CPE hopes to have a panel of SPS providers appointed before the end of the year. Once the new SPS providers are appointed, CASE will work with them to extend similar facilities to CaseTrust certified PEIs during this transition period. More information on the arrangement will be provided to CaseTrusted PEIs in due course. 

What is CaseTrust For Education? 

 

The CaseTrust for Education scheme has been customised specifically by CASE for the education industry in Singapore. The scheme will enhance the confidence of international students and their parents in the quality of education in Singapore.

The regulatory framework focuses on building trustworthiness, professionalism, as well as business and academic excellence.   It has two tiers - first, an essential or mandatory tier, which requires Private Schools to ensure high quality student welfare practices and standards and gives Private Schools the right to enrol international students. Second, a voluntary tier, tied to privileges, is focused on enhancing business and academic excellence. CaseTrust for Education is part of the essential tier under the regulatory framework.

From 1 September 2005, all PEIs that want to enrol international students will need to have CaseTrust for Education status. For Childcare Centre and Kindergartens, they are not required to obtain CaseTrust subjected to meeting certain requirements. Please refer to the press release here for more information. 

A PEI that achieves CaseTrust for Education is certified as an organisation that possesses the foundation for good quality student welfare/protection practices and standards. The PEI will have the following mechanisms in place:

  • Clear Fee Policies

  • Well-Defined Student Redress Practices and Systems

  • Disclosure of the PEIs Commitment of Quality

  • Well-Trained Personnel

Note: Private institutions in Singapore that are government-aided are not required to apply for CaseTrust and Student Protection Scheme.
